In Colombia, Estrato 4 is the middle-high market residential tier: it receives no low-strata utility subsidy and pays no solidarity contribution associated with higher strata, so residential utilities are billed at the service-delivery cost. For a short-term rental investment, this provides a practical balance between middle-high market positioning and operating costs, although actual bills and rental performance depend on consumption, tariffs, management, and demand.
